\ Library JournalPhillips and Axelrod, who collaborated on Facts On File's Encyclopedia of Wars, have produced an extensive resource on more than 420 international agreements that have appeared throughout history, starting with c.3100 B.C.E. and ending in late 2003. Chapters are organized by historical period, and each begins with an introduction summarizing its era's historical and political significance. For example, "A New World Order" has a four-page introduction covering the 1970s through early 2003; the 24 treaties located here range from the Panama Canal Treaty (1977) to the Kyoto Protocol on Climate Change (1997; in force 2005). Each treaty begins with a summary box outlining the date the treaty was completed, the date it became effective, the countries signing it, and a one- to three-sentence overview. This summary is followed by a short review of historical background and terms, the treaty's table of contents, and at least part of the treaty's text. The full text usually is not provided, but enough is printed for the reader to gain a feeling for the document. Each treaty ends with a brief review of the consequences and the location of the full document (print or web site). Cross references appear in the text and the index, and the work is rounded out by an extensive bibliography and both an alphabetical and a chronological list of treaties. Bottom Line This new edition includes 20 new treaties and conventions and brings the original up-to-date with extensive coverage of changes in U.S. foreign policy under the Bush administration.
