For the first time, free, multi-party election established a legislative body for the Arabic Gulf state after the 1990 unification. Saif (Arab and Islamic studies, U. of Exeter) analyzes the development of that body, explores how it has worked since 1990, and evaluates the degree of efficiency and autonomy it has achieved within the country's social structure and the political and legal framework. He points out that the state interferes little with society, which is too fragmented to organize sufficiently to pursue national interests without such a unifying institution as parliament.
