Drawing on his 40 years experience, mostly as a forestry consultant, and particularly inspired by his work with the Indonesian-UK Tropical Forest Management Project around 1998, Fraser, discusses the process of developing policy and its subsequent implementation. He does not deal much with the content of policy, which he notes depends largely on local circumstances. He speaks to people in government, non- government organizations, and private companies concerned with conservation and the environment, investment, management, harvesting, tourism, processing forest products, water resource management, energy, and similar matters.
