Peniston, manager of the library and archives at the Newark Museum in New Jersey, examines attempts to suppress sexual deviants during the 1870s in the aftermath of the Paris Commune. First he looks at the forces of authority, including the laws, the police, the magistrates, and the doctors. Then he explores such aspects of the subculture as its composition, sexual behavior and relations, and geography. To conclude, he presents three case studies.
