The aim is to increase student awareness of the full range of policy alternatives by showing how state and local systems have dealt with various issues. Not all states are surveyed; rather, the materials highlight the majority and minority views on each topic, as well as the federal view. U.S. Supreme Court precedents are addressed, and the state cases take positions ranging from total agreement to complete rejection.
